This is a Galco Belt known as the Instructor's Belt, model NIB-BK-XL.
Instructor belts are constructed of Type 13 nylon webbing. They feature a drop forged buckle - inspired by the parachute-spec buckle found on the 1 3/4" Instructors Belts - finished with Robar(R) Companies' Roguard" with an epoxy-finished tip that prevents fraying.
